Governor Hochul wants to know: how can we cut red tape and make it faster, easier, and more affordable for you to conduct business in New York State? In February, Governor Kathy Hochul announced the launch of EXPRESS NY, a new portal for New Yorkers to identify unnecessary or out of date regulations, policies, and practices as part of a statewide effort to make government work better. Nearly 100 potential regulations and practices have already been flagged for potential reform, modernization, or elimination. This initial list includes:
- Removing unnecessary fees for small businesses
- Expediting occupational licensing renewals for workers
- Digitizing paper-based processes
- Rescinding unenforced and out of date regulations
- Reducing burdensome reporting requirements

| The NYSERDA On-the-Job Training Program is reducing costs related to recruiting, hiring, and training for energy efficiency, renewable energy, and other clean energy businesses. This program will provide wage subsidies to eligible employers to reduce the financial risk of hiring and training new workers. Funding up to $11,000 per new hire is available. Higher incentive levels are available if hiring members of priority populations and disadvantaged communities. NYSERDA issues payments of $1,000 to employers whose new hires earn an eligible industry certification during their on-the-job training period and stay in their position for 12 months.
