The Ninth District Dental Society was formed in 1909 and renamed to the Ninth District Dental Association in 2002. We have a membership of over 1200 dentists in 5 counties: Westchester, Rockland, Dutchess, Orange and Putnam.

In its quest to serve both the public and the profession, the Ninth District embodies the highest ideals.

The mission of the 9th District Dental Association is to serve and support its members and the public by improving the oral health of our community through Advocacy, Continuing Education and Camaraderie.

Expansion Allows New Yorkers Age 25 to 55 to Enroll in High-Demand Associate Degree Programs Tuition-Free at SUNY or CUNY, Even if They Already Have a Degree in a Different Field

Builds on Governor’s Reconnect Program, Which Has Provided Free Community College, Books and Supplies to Over 15,000 Adults Since 2025 – Saving Them Thousands of Dollars Per Year

New York Had Nation’s Fastest Growing Economy in Latest Federal Data, as Governor Hochul’s Economic and Workforce Strategies Deliver Results

Governor Kathy Hochul today announced a new expansion of her free community college initiative for New Yorkers between ages 25 and 55, as part of her nation-leading actions to proactively address the unprecedented impacts of AI on the workforce.  Starting in January, New Yorkers 25 to 55 can enroll in a SUNY or CUNY associate degree program in a high-demand field for free, even if they have already completed a college degree in a different area.  The initiative will increase access for tens of thousands more adult learners by allowing individuals with existing credentials to pivot careers and gain valuable qualifications in high-growth sectors such as advanced manufacturing without accumulating debt for tuition, fees, books, and supplies.  Today’s expansion builds on the SUNY and CUNY Reconnect program that Governor Hochul launched in 2025, which has already helped over 15,000 adult learners access free community college in high-demand fields – helping them save thousands of dollars per year.  This expansion also comes just days after federal data showed that New York State had the fastest-growing economy in the nation in the second quarter of 2026.  New York’s real gross domestic product (GDP) grew at an annual rate of 4.0 percent from the first quarter to the second, which was the highest of any state and nearly double the national growth rate of 2.2 percent.

“As AI continues to reshape the global economy, I’m taking action to ensure more New Yorkers have the skills they need to succeed," Governor Hochul said.  “By expanding access to free community college, we’re making it even easier for adult learners to pivot into fast-growing, high-demand sectors without taking on a single dollar of tuition debt.”

SUNY Chancellor John B. King Jr. said, “Governor Hochul’s SUNY Reconnect program has transformed the lives of thousands of New Yorkers by expanding opportunities for an affordable, excellent public higher education.  This effort by Governor Hochul to build upon the program will help more adult learners return to the classroom and empower them to pursue the careers of their dreams.  We are grateful to Governor Hochul and state leaders for their continued investment in SUNY and our students, and for removing barriers to higher education for all New Yorkers.”

The SUNY Board of Trustees said, “SUNY Reconnect has expanded opportunities for adult learners throughout New York State by empowering them to pursue the next steps in their careers.  We thank Governor Hochul and state leaders for their unwavering commitment to supporting adult learners, and for investing in programs that address our state’s most pressing workforce needs.”

CUNY Chancellor Félix V. Matos Rodríguez said, “CUNY is empowering adult New Yorkers — whether starting fresh or returning with a prior degree — to master high-demand fields like cybersecurity, tech, engineering and healthcare in an economy that is being reshaped by AI.  Governor Hochul’s expansion of Reconnect reinforces this vital mission by ensuring cost is never a barrier for students looking to reskill, elevating our city’s workforce and securing New York’s economic future.”

Governor Hochul in 2025 launched the Reconnect initiative, which enabled New Yorkers between ages 25 and 55 to enroll in a SUNY or CUNY associate degree program in high-demand fields for free, as long as the applicant did not already have a college degree (except for those enrolling in nursing programs).  With today’s announcement, Governor Hochul is now expanding access to free community college in high-demand fields to those with prior degrees.  This free community college expansion will take effect for the Spring 2027 Semester, which starts in January for most colleges.  Starting at that time, New Yorkers 25 to 55 will be able to enroll in a high-demand SUNY or CUNY associate degree program for free, even if they already had a college degree in a different field.  Eligible New Yorkers will be able to start applying to enroll under this initiative over the coming months, based on the individual application periods for each SUNY or CUNY campus.

State Senator April Baskin said, “Everyone deserves access to the education and training they need to build a better future for themselves and their families.  As the needs of our workforce change, we need to make sure New Yorkers have opportunities to gain new skills, change careers, and prepare for good-paying jobs in growing industries.  I thank Governor Hochul for expanding this important program and making these opportunities available to even more New Yorkers.”

State Senator Jeremy J. Zellner said, “New Yorkers should not have to choose between earning a paycheck and getting the skills they need to move ahead.  I applaud Governor Hochul for expanding free community college and removing a barrier that kept people with a degree from going back to school.  This is about giving working people a real shot at better-paying jobs and making sure our workforce is ready for the jobs of tomorrow.”

Assembly Majority Leader Crystal Peoples-Stokes said, “Higher education should never come with an expiration date.  SUNY and CUNY’s commitment to expanding free community college access ensures that adult learners can return to school, retrain for high growth industries, and build a stronger economic future for themselves and their families – without the burden of student debt.”

This expansion is part of Governor Hochul’s nation-leading strategies to address the impacts of AI on the workforce and across the nation.  By making it easier and more affordable for tens of thousands more adults to get an associate degree in a different field, New York is opening new pathways for those looking to pivot or reskill and transition into high-demand, growing industries such as cybersecurity, advanced manufacturing, or many other fields that will continue to be shaped by the impacts of AI.  Through this investment, New York continues to break down financial barriers for working adults and non-traditional students.  The initiative reinforces the State’s commitment to leveraging public higher education as an engine for economic opportunity, ensuring New York’s workforce remains competitive and talent pipelines remain strong.  Governor Hochul’s approach to addressing AI workforce impacts also includes her nation-leading FutureWorks Commission, which will help New York develop comprehensive new policies in the coming year regarding job training and placement, improving job quality, strengthening the social safety net, and supporting small businesses.  The FutureWorks Commission will deliver its policy proposals by the end of December in order to shape new State policies for the coming year.
