Feb 21, 2025

The New York State Department of Health (NYSDOH) is pleased to announce the date for a virtual public forum for New York’s 1115 Waiver programs, during which the public may provide oral comments.  The public forum will be held on Wednesday, March 26, 2025, from 9 a.m. to noon.  Any updates related to the forum will be sent via MRT Listserv.  Written comments will be accepted by e-mail at 1115waivers@health.ny.gov or by mail at:

Department of Health, Office of Health Insurance Programs, Waiver Management Unit

99 Washington Avenue, 8th floor (Suite 826)

Albany, NY, 12210

Please include “1115 Public Forum Comment” in the subject line.  All written comments must be postmarked or e-mailed by Saturday, April 5, 2025.

About the 1115 Waiver:

  • The 1115 Demonstration Waiver, also known as the Medicaid Redesign Team (MRT) Waiver in NYS, is an agreement between the federal Centers for Medicare and Medicaid Services (CMS) and NYS that allows the State to use a managed care delivery system to deliver benefits to NYS Medicaid recipients, create efficiencies in the NYS Medicaid program, and enable the extension of coverage to certain individuals who would otherwise be without health insurance.
  • The MRT Waiver was most recently renewed on April 1, 2022, and is effective through March 31, 2027.
  • The most recent Annual Monitoring Report: https://www.health.ny.gov/health_care/medicaid/redesign/reports/docs/2024_pp_annual_rpt.pdf.

Pre-registration is required for anyone wishing to provide oral comment using this link: https://meetny-gov.webex.com/weblink/register/r059762b2b87024a7282ad81289d7dba2.  Individuals who wish to provide comment must register with an “SP” in front of their name (ex: SP Jane Doe) and must e-mail 1115waivers@health.ny.gov no later than Tuesday, March 25 at 4 p.m. to confirm registration.  Individuals will speak in their order of registration.  We kindly request that all presenters limit comments to five minutes or less to ensure that all public comments may be heard.  American Sign Language interpretation will be available, and the WebEx platform includes a closed captioning feature.  Following the meeting, NYSDOH will post a transcript of the public forum to the NYSDOH “New York 1115 Medicaid Waiver Information Page” Web page: https://www.health.ny.gov/health_care/medicaid/redesign/medicaid_waiver_1115.htm.  Questions should be directed to: 1115waivers@health.ny.gov.
